I am honestly surprised that this drug is still legal. It has been
around for more than 50 years and is capable of producing long-lasting
anxiolytic, and at higher doses even intoxicated states of mind. I find the
chemical rather enjoyable
-History of the Drug’s Use
After some research, I was unable to dig up too much information
on the history of the chemical, other than the fact that it was originally
synthesized in the 1960’s.
The first synthesis of Phenibut was documented by Perekalin and
his associates at the Department of Organic Chemistry of the Herzen Pedagogic
Institute in St. Petersburg Russia. The drug was originally called phenigamma. The
drug was introduced into clinical practice in Russia in the 1960’s [PhenHist
2006].
-Legal Status
Phenibut seems to be legal – as it is unscheduled in the United
States, but it is "Not approved for human" by the FDA. It is Un-scheduled [EroPhen (2)]
International law does not seem to prohibit this substance in any
other country either [EroPhen (2)].
-Testing the drug
Since Phenibut is legal to buy, it is not necessary to perform
chemical tests on the drug as you might with illegal drugs that you are
suspicious of trying.
Phenibut is cheap and widely available from internet retailers
throughout the world. The key is finding a source of Phenibut that is
uncontaminated – as pure as possible. I have read anecdotal evidence that some
companies sell the product without it being fully purified. There could be
trace contaminants left over in the product.
Make sure you read product reviews from fellow customers
extensively before making a purchase. Relatively speaking dose-per-cost,
Phenibut is cheap. A high dose of the product (4 - 6 grams) is worth roughly
2.00 - 3.00 USD, therefore it is worth your time to put extra effort in to
finding the best supplier you can to minimize ill-effects of poor quality.

-Handling your drug
I have talked to people are read reports that Phenibut can last well beyond its "expiration date". Although, since the compound has only been recently popular, I find little evidence that proves this. My best guess is that if it is stored in a dark, cool, airtight container, it is capable of lasting for many years.
Personally, when I have had 100g tubs of phenibut, I tried to keep it in these conditions. If water gets inside your container, be ready for the powder to clump up. Although even if it clumps, the efficacy of the product still appears the same as if it were in still in dry powdered/crystalline form.
I would advise against moisture getting inside the container as it may degrade the purity over time.

Honestly, having tried to insufflate the powder myself on multiple
occasions it is not worth it. Since Phenibut is usually dosed in grams and not
in milligrams, the amount of powder needed to coat the inside of the nasal
cavity is monstrous.
Intranasally, I suppose I felt the slightest buzz with a smaller
amount per dose (.5 gram), but I would rather have just eaten several grams to
feel better effects for a longer duration. Snorting drugs is usually preferred
for those who do not want to wait for the drugs to kick in, but in the case
with Phenibut, the sinus stuffiness and pain actually manage to take away from
some of the enjoyment of the chemical. I would advise you not to snort the
chemical. Please take it orally.
I noticed that taking it on a completely empty stomach, sometimes
I do not reach the high of the dose. Perhaps it is best taken with some acidic food to
have the stomach acids help break it down.

Unlike benzodiazepines, barbiturates, and alcohol that are centrally active on GABA-A receptors, phenibut shows reactivity mainly with GABA-B receptors.
There are some differences between the two receptor subtypes. GABA-A receptors have anxiolytic properties.

In terms of overdose effects, the LD50 is extremely low. In mouse and rat models, the LD50 was 900mg/kg intraperitoneal and 700mg/kg intraperitoneal respectively (injection into body cavity) [PhenHist 2006]
IP injection is usually used in animal models, but comparitively, the average 70kg male (~155 pounds) would need an IP injection of 49 grams if the rat model held consistent to humans ratio to ratio. Animal models can often not be projected directly onto humans, but it seems safe to say that the relative toxicity of phenibut is low for humans as well, although I could not find a study documenting the LD50 of phenibut in humans (likely for ethical reasons).

Phenibut was used in Russia to help with certain psychiatric and neurological disorders. It has been documented in Russian textbooks to be both a tranquillizer and a nootropic. While phenibut is weaker as a tranquilizer than benzodiazepines, phenibut does not reduce performance like benzodiazepines do. It can alleviate anxiety and fear, while also diminishing tension [PhenHist 2006].
Phenibut has been reported to help with treatment of post-traumatic stress disorder as well as stuttering, and vestibular disorders. Due to tranquilizing activity, it has been helpful in treating epilepsy patients. It has been used in preschool age children effectively to help reduce stuttering in speech [PhenHist 2006].
Although no toxic effects of phenibut have been reported according to this source, one downside that is listed is that tolerance develops rapidly. In some patients, after two weeks the dosage may need to be increased by ~25-30% [PhenHist 2006].

There are no drug tests that test for phenibut. Nor do any drug tests seem to trigger false positives for any drugs such as benzodiazepines of opiates. Extended drug test panel lab tests do not test for phenibut, however I am fairly certain specific tests DO exist if the specific chemical is looked for, perhaps in the case of a DUI where the suspected chemical could be phenibut. I still do not believe this is likely.
